over 25 years, W. Patrick Noonan has provided his clients with legal

with the federal and state regulation of food, dietary supplements,
medical devices, drugs and cosmetic products.

complying with government regulations, including counsel on obtaining
new product approval and assisting in developing marketing programs
that will meet FDA and DHS regulatory agencies' requirements and
enforcement policies. Counseling and representation are available
for companies involved in government enforcement actions, including
product recalls, seizures, embargoes, import detentions, injunctions
and prosecutions for alleged violations of the Federal Food, Drug,

Before
forming W. Patrick Noonan P.C. in 1992, Mr. Noonan was a partner
with Hyman, Phelps & McNamara, a Washington, D.C.-based law firm
with the most extensive food and drug practice in the United States.
While at Hyman, Phelps & McNamara, Mr. Noonan established and directed
the firm's West Coast office.
Formerly,
Mr. Noonan served as Executive Vice President, Chief Operating Officer
and General Counsel for Banner Gelatin Products Corporation.
He
received a Bachelor of Science in Pharmacy degree in 1965 and a
master's degree in business administration in 1967 from the University
of Michigan. In 1973, he received his Juris Doctorate cum laude
from the University of San Diego. He is a veteran of the U.S. Navy
(Lieutenant Commander, Medical Service Corps).
Mr.
Noonan is highly active in the regulatory professional community.
He is a long-time member of the Advisory Council to the University
of Michigan College of Pharmacy. He is also a member of the American,
California, Los Angeles and San Fernando Valley Bar Associations.
Mr. Noonan is admitted to practice law in California and Michigan,
and is a registered pharmacist in those states. He is a member of
the Food and Drug Law Institute (FDLI), Regulatory Affairs Professionals
Society (RAPS), Beauty Industry West, American Pharmaceutical Association
and California Pharmacists Association.
He
has written numerous articles on food and drug law and frequently
speaks on those topics to trade organizations (see Published
Works for more details).
